Creation of the Compensation Fund for Family Allowances (CCPF) by Order
No. 336- IGT of 17.02.1956, private law body in charge of the management
of family benefits granted to employees covered by the Labor Code.
Procedure was as follows: the employer pays allowances, determines the
part of contributions to the Fund and pays the difference between
allowances and contributions if the amount of the latter is higher. It
is reimbursed by the Fund if the difference between the amount of
allowances and contributions is lower.
Early in the year 1958
The Fund changed its name to Family Benefit Fund (CPF) and its operation
has changed: employers paid contributions and the Fund pays benefits
according to covering statement sent to the employer. Then, only family
benefits were supported.
First of January 1963
Creation by Order No. 62-078 of September 29th, 1962 of the National
Family Allowances Fund and Industrial Injuries (CNAFAT), it is a public
institution of industrial and commercial nature endowed with legal
personality and financial autonomy. This Fund, which absorbed the CPF
was in addition responsible for the management of the system of
industrial injuries and occupational diseases previously covered by
private organizations. The Decree No. 63-124 of February 22th, 1963
established the code of family allowances and industrial injuries.
First in January 1969
Law No. 68-023 of December 17th, 1968 transformed the CNAFAT in National
Social Insurance Fund (CNAC). Status defined by Ordinance No. 62-078
has not changed but in addition to the two regimes, the family benefits
in the one hand and industrial injuries and occupational diseases, in
the other hand, the body is responsible for the management of retirement
pension. The decree No. 69-145 of April 8th, 1969 fixed the Social
Insurance Code.
